Dexter City Aldermen Hold Special Meeting, Vote on Two New Ordinances

Dexter, MO - The Dexter Board of Aldermen held a meeting on Wednesday, March 23, 2022.  Two ordinances were passed during the special meeting.

Ordinance #5028   was a lease agreement with Ameren MO who are currently replacing gas lines on the east side of Dexter.  Ameren MO will put a regulator station i place on a 200'x200' piece of property.  This will be a 50 year lease with an option to renew.  The station is located just off HIghway 114 in front of the Omega Building near the Fairground.

Ordinance #5029   would execute a grant entitled "Missouri Department of Economic Development Grant Agreement".  The grand would go toward improvements to the city's wastewater treatment plants. The grant would pay $1,440,313.00 with the city paying matching funds in the amount of $300,000. City Administrator, Trevor Pulley, said the amount the city is paying with this grant is half of what was budgeted last year for the new ultraviolet systems for the city's lagoons. Pulley said this grant is for the ultraviolet system to bring up to new Department of Natural Resources standards.

The board passed both ordinances.

Flood Plain Mapping

Pulley said was meeting was held recently to discuss the new flood plain with engineers and the State Emergency Management Agency (SEMA). Pulley said the new plan would cover about another 50% of Dexter. This means anyone who has residential or business property in this area and still have a loan on the respective property would be required to purchase flood insurance. City attorney Yewell “Bud” Lawrence Jr. said if the owner does not have a loan any longer but decides to sell, the buyer would have to purchase flood insurance in addition to a loan. He said this could affect the deal for the respective property.

Pulley said this would cost the city and residents quite a bit of money. He believed all of the city's culverts, drainage and ditches were not accounted for on the map. Pulley further said that areas now in the flood plan have never flooded. He asked permission from the board to speak to an engineering firm out of Rolla to get this additional information on the flood plain map. Pulley stated that the city must turn in its comments regarding the new flood plan by April 19, 2022. The board granted permission to Pulley speak to the firm out of Rolla.

Other Business

In its final piece of business the board of aldermen voted to move to a new insurance broker. The board selected Connell Insurance out of Branson/Springfield area.

The board's next regularly scheduled meeting will be at the Dexter Municipal Building at its regular time of 7 p.m. on Monday, April 4th.
