Stoddard County Commission Meeting - August 15, 2022

The Stoddard County Commissioner met in a regular meeting on Monday, August 15, 2022.  Bid opening sessions began at 10:00 a.m. for the county's health Insurance.

Paula Yancey asked about having a first aid kit and an AED machine hazardous materials disposal container as well as a wheelchair for the inmates, etc and for the general public,  Steve Jordan was supposed to get with Chuck Kasting, SCAD Director, to talk about getting the first aid supplies etc.    Jordan will call Kasting after today's meeting.

Dan Craig, County Assessor stated that the cameras went out in the hallway and four in his office.   One quote which is lower is made from China and the Feds do not approve that if you get federal monies.  The other bid is about $1,000 more, but approved by the Federal Government.   It was suggested that half  be paid by the assessor's office and half to be paid by the Commission since those cameras are in the hallway.  Craig contacted Talkington earlier and got two quotes for eight cameras and a new system with the possibility of adding more cameras to the system later.

Motion made by Commissioner Carol Jarrell to go with Creative Data Systems for 8 cameras at a price of $6,869.00 1/2 paid for by the Commission.  Commissioner Steve Jordan seconded the motion.  All three voted yes.

Minutes from August 8, 2022 - Time of adjournment was left on on purpose because they met from 9 am. - noon.  Talkington stated that if they go later or leave earlier he will put the time of adjournment.  Carol Jarrell motion to accept the minutes, Jordan abstained as he was out with Covid, so Talkington seconded the motion.   Danny and Carol voted yes to accept the minutes

Investment Policy from Josh Speakman, County Collector/Treasurer - "We are putting it where it is secure and using it conservatively.  I want people to understand the policy and understand we are not investing their money to lose."  Tabled until later after the commissioners have a work session.

Bid #1 - August 11, 2022 at 8:55 a.m. - Alan Hedrick with Levitte Group/County Wide Insurance, Dexter, MO 

Bid #2 - August 11, 2022 at 1:30 p.m. - John McCarty with Arch Brokerage Inc. 

Bid #3 - August 12, 2022 at 9:13 a.m. - Billington Insurance Agency 

Bid #4 - August 12, 2022 at 12:02 p.m. - Gallagher Insurance Risk Management Consultants 

Bid #5 - August 12, 2022 at 2:54 p.m. - Swinford and Associates Inc., Jackson, MO

Bid #6 - August 12, 2022 - at 3:14 p.m. - Mitchell Insurance, Sikeston, MO  

No decision to be made today.  The Commissioners will look at the proposals and make a decision later.  "We have to notify our current provider by November 1st.  Each Broker will need a census, a copy the claims history and what the premiums are currently," Talkington stated.  We can get it down to a couple of brokers and we can schedule to go over the information at hand and do a work session.  We will make that decision on Monday, August 22, 2022.

Once they choose the brokers they will need to get quotes for premiums back by October 11th 

11:24 a.m. Bid Opening for DD#17 Ditch Clearing Opened - about 2,000 linear feet

Bid #1 August 12th at 9:09 a.m. Kinder Brothers Excavating total $30,000

Bid #2 August 12th at 4:00 p.m. Hessling Construction total $51,439.39

Low bid is Kinder Brothers Excavating with a bid of $30,000.

Other Business:

The Commission scheduled a "Work Session" for 9:00 a.m. on Tuesday, August 16th to discuss the insurance information.

A "Work Session" is set for Friday, August 19, 2022 at 2 p.m. for the Commissioners to discuss the Investment Policy with Josh Speakman, County Collector.

Speakman also provided a Direct Deposit Policy.  "I want to discuss direct deposit so I have available this packet with statistical information on how it will save the county money each month.

A "Work Session" was scheduled for Monday, August 22, 2022 at 11:00 a.m. to discuss Direct Deposit information. No official decision will be made that day.

On Monday, August 22, 2022 the Commission will have a Public Hearing to set the 2022 tax levy for County DD's and SB 40 at 10:00 a.m.

Commissioner Jordan made the motion to adjourn at 12:05 p.m.  Commissioner Jarrell seconded it.  All three voted yes to adjourn.
