Presidential Proclamation - Death of Billy Graham

As a mark of respect for the memory of Reverend Billy Graham, I hereby order, by the authority vested in me by the Constitution and the laws of the United States of America, that on the day of his interment, the flag of the United States shall be flown at half‑staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset on such day.
I also direct that the flag shall be flown at half-staff for the same period at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.
IN WITNESS WHEREOF, I have hereunto set my hand this twenty‑first day of February, in the year of our Lord two thousand eighteen, and of the Independence of the United States of America the two hundred and forty-second.

Stoddard County Route CC Closed for Pipe Replacement
Route CC in Stoddard County will be closed as Missouri Department of Transportation crews replace a culvert under the roadway.
This section of roadway is located between Route 114 to Route HH.
Weather permitting, work will take place Tuesday, Feb. 20 through Wednesday, Feb. 28 from 8:30 a.m. to 4:30 p.m. daily.
The work zone will be marked with signs. Motorists are urged to use extreme caution while traveling near the area.

Missouri Dept of Conservation and MoDOT Invite Schools to Fight Litter Through Trashcan Decorating Contest!
Jefferson City, Missouri - The Missouri Department of Conservation (MDC) and the Missouri Department of Transportation (MoDOT) invite Missouri public, private, and home-school students in grades K-8 to help fight litter in the Show-Me State -- and to have creative and educational fun -- by participating in the 2018 "Yes You CAN Make Missouri Litter-Free" trash-can-decorating contest. The annual contest is sponsored by MDC and MoDOT as part of the state's "No MOre Trash!" statewide litter campaign.
The contest encourages school classes and school groups to join in the fight against litter by decorating and displaying a large trash can with the "No MOre Trash!" logo and a litter-prevention message using a variety of creative media. Schools may submit one entry in each competition category: K-2, 3-5, and 6-8. Entries are judged based on creativity, adherence to contest rules, and effective use of theme and logo.
First-place winners from each competition category receive $200 awarded to the sponsoring schools. All first-place winners are then eligible for a grand prize of a trophy and $600 awarded to the sponsoring school.
There is no entry fee for the contest. Participating school groups must submit a completed entry form online with up to three photos to nomoretrash.org by Friday, March 16. Contest rules, entry forms, logo, past contest entries and winners, and educational information can also be found at nomoretrash.org.

Dexter Police Department Releases Results of Click It or Ticket Enforcement
Motorists Reminded to Buckle Up and Arrive Alive
Dexter, Missouri - Dexter Police Department ticketed 6 motorists during the February 15 Click It or Ticket mobilization. Law enforcement agencies throughout Missouri participated in this statewide effort to get more motorists to buckle up — and save more lives.
Despite evidence proving the benefits of wearing a seat belt, nearly one in five Missouri motorists are still not making it click. Even more concerning, six out of ten Missourians killed in traffic crashes are unbuckled.
“Seat belts are your single best defense in a crash,” stated Chief Stone. “We will continue to encourage drivers to make a simple, smart choice to buckle up and Arrive Alive.”

Presidents Day is a federal holiday which, in the United States, is observed on the third Monday in February.
This day is set aside, by more and more of America’s population, to honor all of the past United States Presidents that have served our country. Two of our nation’s most prominent Presidents, George Washington and Abraham Lincoln, are brought to mind as we celebrate this day. Their birth dates, which fall close to this same time, have been honored for decades and always will be.
Presidents Day is celebrated with public ceremonies in Washington, D.C. and throughout the United States.
HISTORY
The origin of Presidents Day lay in the 1880s when the birthday of George Washington was celebrated as a federal holiday.
In 1968, Congress passed the Uniform Monday Holiday Bill, which moved several federal holidays to Mondays.
During the debate on the bill, it was proposed to have George Washington’s birthday be renamed Presidents Day to honor the birthdays of both George Washington and Abraham Lincoln. Washington’s birthday is February 22nd and Lincoln’s birthday is February 12th.
Although Abraham Lincoln’s birthday was celebrated in many states, it was never an official federal holiday.
Following much discussion, Congress rejected the name change.
However, after the bill went into effect in 1971, Presidents Day became the commonly accepted name.
