Regents OK Plan To Renovate Dome Mezzanine

Tim Rowbottom, principal with the Lawrence Group, an architectural firm contracted for the project, laid out a plan for a 1,950-square-foot mezzanine to be built seven feet above the building’s attic, placing it between the building’s third floor and the dome. The mezzanine would include a special event meeting place as well as a restroom and small kitchenette. The plan calls for the mezzanine’s ceiling to be glass, with a skylight offering a complete view of the dome’s interior and the historic chalked signatures added to the dome’s wooden structure over the University’s history.
Restricted access to the mezzanine would be via stairs and an elevator from the third floor. A spiral staircase would be built upward from the mezzanine to a ringed walkway encircling the perimeter of the dome and offering views through the dome’s porthole-type windows, Rowbottom said.
Total cost of the project is estimated at $1,051,000, with $645,000 going toward basic structure and build-out work and $406,000 toward lighting, fixtures and finishes. Estimated completion of the dome is scheduled for July 31, 2013, extending the length of the building’s restoration by one month. Kathy Mangels, vice president for finance and administration, said plans call for the Department of Communication Studies to be relocated from the Grauel Building to offices and classrooms in Academic Hall in time for the start of the fall 2013 semester. A grand re-opening of Academic Hall is planned during the University’s Homecoming celebration in October 2013, according to Kenneth W. Dobbins, president of Southeast Missouri State University.
In December 2010, the University issued $58.2 million in bond proceeds for major capital improvements on campus with $22.8 million dedicated to renovation of Academic Hall. The Regents today agreed to use remaining bond proceeds from this allocation to fund the dome mezzanine build-out.
In related business, the Regents discussed a space utilization study on campus and Regent Jim Limbaugh asked that it include a review of facilities at Houck Stadium needing updating, including the press box. Dobbins said the study should explore three possible locations for relocating these areas: the south side of the stadium, the east endzone and the north side of the stadium. Mangels said the surface of the Houck track also is being discussed as is a video recording structure to replace a lift currently being used to videotape Houck game footage.
In other action, Rowbottom updated the board on the Lawrence Group’s preliminary planning for a River Campus residence hall and academic spaces. One option being considered is a building on the campus to create a quadrangle on the northeast corner of the property near the old Mississippi River Bridge approach and the historic handball court. Rowbottom said the project could include both a 150-bed residential unit and academic space. He said the academic space would accommodate some of the fine arts areas that remain on the main campus and additional academic space needed due to significant increases in fine art majors.
Rowbottom said the Lawrence Group will bring their recommendations to the Board of Regents for consideration in October.

A-State Loop Improves Campus Access

The extension, from University Loop to Aggie Road, should significantly improve access to campus parking and make traffic flow on that side of campus much more convenient, Frey added.
The temporary road is expected to be completed by the middle of August in time for the beginning of the fall semester. The first day of classes will be Monday, Aug. 20.
“We are going forward with construction of a temporary road extension to provide more convenient access for students, faculty, staff and the public,” Dr. Frey explained. “Parking lots and campus buildings in the southwest portion of the campus will be much more accessible until the permanent road extension can be completed.”
Construction of the temporary extension includes building a section of roadway from University Loop, south of the Health, Physical Education and Sports Sciences Building, to Faculty Circle, which intersects with Aggie Road, west of the Armory.
After the Marion Berry Parkway opened late last year, the university followed through on agreements with the railroads to close Caraway Road between University Loop and Matthews Ave. That portion of Caraway Road included two railway crossings.
A permanent road extension between University Loop and Aggie Road has been designed and is currently being reviewed by the Arkansas Highway and Transportation Department and the Federal Highway Administration. The review, site preparation and subsequent construction is expected to take at least two years, so the extension will provide a beneficial alternative in the meantime.

Kinnison Named Director of Law Enforcement Academy

His appointment was effective Aug. 1. In addition to serving as the director of the Law Enforcement Academy, Kinnison will teach classes as a faculty member in the Department of Criminal Justice & Sociology.
He replaces Dr. Michael Brown who has announced his retirement as director of the Law Enforcement Academy after 25 years of service to the University. During that time, the Academy trained more than 2,000 men and women in basic law enforcement procedures with graduates serving in police and sheriff departments throughout the University service area and nation.
“The Law Enforcement Academy has flourished under the leadership of Dr. Brown. The University appreciates his commitment to the Academy, University and students,” said Dr. Ron Rosati, Southeast provost. “We look forward to Mr. Kinnison’s contribution to continuing to implement the service mission of the Academy.”
The Law Enforcement Academy at Southeast Missouri State University is dedicated to meeting the training needs of all law enforcement officers and agencies in the University service area. The Academy is located at 122 S. Ellis in Cape Girardeau.
Kinnison holds a master’s degree in the administration of justice from Southern Illinois University-Carbondale; a Bachelor of Science in criminal justice from Southeast Missouri State University with minors in psychology and sociology; and a certificate of completion from the Federal Bureau of Investigation’s National Training Academy in Quantico, Va.
Kinnison has more than 33 years of law enforcement experience. He retired as Cape Girardeau Chief of Police July 31, after serving in that capacity for nearly seven years. He previously served as the department’s public information officer for 15 years along with roles as captain of operations and assistant chief, patrolman, sergeant and lieutenant.
He has been a part-time instructor of criminal justice courses at the University for more than 15 years and has taught a variety of classes for the SEMO Regional Law Enforcement Academy for more than 20 years. He also has taught a senior level criminal justice management class at Southern Illinois University-Carbondale.
He was appointed by former Missouri Gov. Matt Blunt in 2007 to a four-year term on the Police Officer Standards and Training Commission and he served a two-year term as president of Southeast Missouri State University’s College of Health and Human Services Advisory Board. He has served as chairman of the Cape Girardeau County/Bollinger County Major Case Squad, regional vice president of the Missouri Police Chiefs Association and a member of the board of directors of both the Southeast Missouri Drug Task Force and the Regional Homeland Security Oversight Committee. He has been a member of the International Association of Chiefs of Police and the FBI National Academy Associates.
Kinnison has received several honors throughout his career, including the Leadership and Community Commitment Award presented by VFW Post 3838; the Award of Excellence presented by the National Department of Transportation for work with the Cape Girardeau Safe Communities Program; the City of Cape Girardeau Municipal Employee of the Year; the Cape Girardeau Police Department Employee of the Year; the Southeast Missouri State University Department of Criminal Justice Outstanding Alumnus; Police Officer of the Year presented by Cape Girardeau Jaycees; and a Special Recognition of Service Award from the Missouri Department of Public Safety for assisting in the development and implementation of the Cape Girardeau Comprehensive Community Wide Seat Belt Program.

TRC Named A Servicemember-Friendly School

“Three Rivers’ membership in SOC affirms their commitment to fair, equitable, and effective policies and practices that recognize and deal with the special conditions faced by military students,” said SOC president Kathy M. Snead, in a letter to college president Dr. Devin Stephenson.
“This will give us an opportunity to better assist our growing veteran population,” said Laura Milligan, Director of Financial Aid at Three Rivers. “I am very excited.”
SOC Consortium colleges serve the National Guard, reserves, new recruits and veterans, in addition to more than 500,000 active-duty servicemembers. “The SOC designation is like a memorandum of understanding between colleges and veterans,” said Milligan. “Three Rivers is letting veterans and their dependents, as well as other colleges and the community, know that we are military-friendly, and that we will work for and with our veterans to ensure a smooth transition from the military life to college life.”
According to Milligan, the SOC Consortium has principles and criteria in place that are designed to assist veterans and military personnel with applying for financial aid, registering for classes, and other tasks necessary to attend college. As an SOC institution, Three Rivers fits these criteria.
“One of these principles is that the college will recognize training or experiences that servicemembers have already undergone, and accept that as class credit,” explained Milligan. “For example, if a veteran or servicemember has already been through basic training, this would count toward certain P.E. classes at Three Rivers. If you’ve survived boot camp, you probably don’t need to take the ‘Lifetime Wellness’ health class.”
Milligan also encourages current and incoming students who are veterans or active military to call the Three Rivers Welcome Center at (573) 840-9605, and set up an appointment to speak with financial aid and veterans advisor John Fuller.
“John will meet with students one-on-one to discuss benefits, financial aid, academic advisement and so forth,” said Milligan. “John is a Three Rivers graduate and a veteran, so he’s the ideal person for the position. Our goal is to make John’s desk a ‘one-stop shop’ for servicemember and veteran students.”
“The SOC designation is a positive step in our goal of making Three Rivers College a place for veterans,” stated Fuller. “This is the first step among many to come for our returning and past heroes. I look forward to working with them in helping them gain their educational goals.”
Milligan, Fuller and other Three Rivers staff are also planning special veterans’ orientations for incoming students who have previously served in the armed forces. Other activities at Three Rivers that are centered around vets and military personnel include USO-style dances and special veterans’ appreciation basketball games.
